Undersecretary of State to the Presidency of the Council of Ministers Alfredo Mantovano, Minister of Economy and Finance Giancarlo Giorgetti, Minister for the Family, Birth Rate and Equal Opportunities Eugenia Roccella, Minister for Disabilities Alessandra Locatelli, and Undersecretary of State to the Ministry of Education and Merit Paola Frassinetti met today at Palazzo Chigi with a delegation from the network of ‘Ditelo sui tetti’ associations and a delegation from the ‘Forum delle Associazioni familiari’, headed by their respective Presidents, Domenico Menorello and Adriano Bordignon. Representatives of the Vice-Presidents of the Council of Ministers, the Ministry of Labour and Social Policies and the Ministry of Health were also present. The meeting, the fifth held since 2022, provided an opportunity to review the measures the Government has adopted to support families, the birth rate and the most vulnerable as well as to discuss upcoming pieces of legislation, starting with the draft budget law for 2027. Undersecretary of State Mantovano and the Government representatives highlighted how the family and the birth rate have been priorities ever since entering office. Over these years, the Government has introduced, among other things, an increase to the ‘assegno unico universale’ [‘universal single allowance’], a €1,000 ‘newborn bonus’ payment, a bonus for working mothers and a lowering of tax and social security contributions for mothers with more than one child. It has also increased the allowance for three months of parental leave to 80% of earnings and has boosted the bonus payment for nursery care. Other measures include a review of the ‘ISEE’ [‘Equivalent Economic Situation Indicator’] to reduce the weighting of the main place of residence and support large families, tax deductions that take into account the composition of households, the ‘Dedicated to you’ card for the purchase of essential food items, contributions for families that enrol their children in state-approved private schools and a housing support fund for separated parents. Parliament is currently examining the Government’s draft law on acknowledging and protecting family caregivers and a reform has been initiated regarding care for the elderly, providing for a universal allowance for those who are not self-sufficient. Resources have also been increased for palliative care, including at home, and for the fight against addiction. The associations expressed their appreciation for the work carried out so far by the Government and put forward their own proposals. In particular, they asked for stronger support measures for young couples, large families and freedom of education, including through a further ISEE review. They also called for broader tax relief on employer-provided benefits; rapid approval of the draft law on family caregivers, with a particular focus on those living in the same household; an extension of palliative care to also include non-cancer patients and home care; a roll-out of continuous care models for people with severe disabilities. Undersecretary of State Mantovano and the Government representatives thanked the associations for contributing their ideas and for their daily work to support individuals and families, assuring them that their proposals would be taken into consideration in drawing up the budget, within the limits of the resources available, and that the dialogue would continue over the coming weeks. Lastly, they stressed the value of the Government’s stability and continuity of action, inviting the associations to also put their requests forward to the other institutional bodies involved in drawing up fiscal, health and welfare policies at the European level and at the regional and local levels, in order to strengthen the actions already taken by the Government in those arenas.
