We are deeply shocked and saddened by the news of the tragic passing of Andrea Moretti, the specialist worker who died last night following an accident at the Colosseum. I wish to extend my condolences and sympathy to his family, his loved ones and his colleagues at this incredibly difficult time, and express my hope that full light will be shed on what happened as quickly as possible. Dying at the age of 22 is unacceptable, and even more so if it happens in the workplace. It is also in Andrea’s name that we shall continue to do our part, remaining committed and making every effort to ensure such tragedies never happen again. Carissimi, mi spiace molto non aver potuto essere con voi all’apertura delle celebrazioni per il 75° anniversario della World Federation of the Deaf, ma ci tenevo a far arrivare il mio saluto a tutte le delegazioni, le associazioni e le organizzazioni arrivate da ogni parte del mondo. L’Italia è felice di accogliervi e vi dà il suo benvenuto, per vivere insieme una delle tappe più significative del movimento internazionale delle persone sorde. Voglio rivolgere un saluto particolare al Presidente della WFD Joseph J. Murray e al Presidente dell’Ente Nazionale Sordi Angelo Raffaele Cagnazzo, che sono i “padroni di casa” e guideranno la conferenza internazionale e gli eventi dei prossimi giorni. Saluto e ringrazio anche il Ministro per le Disabilità Alessandra Locatelli e il Viceministro del Lavoro e delle Politiche Sociali Maria Teresa Bellucci, che oggi rappresentano il Governo e parteciperanno ai vostri lavori, oltre a tutte le Autorità presenti. Settantacinque anni fa, proprio qui a Roma, nasceva la Federazione Mondiale dei Sordi. Settantacinque anni dopo, la Città Eterna torna ad essere il luogo in cui questa storia si incontra, si rinnova e guarda al futuro. È una scelta che ci inorgoglisce, perché sottolinea il contributo, il lavoro e l’impegno che l’Italia porta avanti, da sempre, per affermare e difendere i diritti delle persone sorde. Ogni persona è unica e irripetibile, e deve essere messa nelle condizioni di esprimere pienamente i propri talenti, realizzare le proprie aspirazioni, costruire liberamente il proprio futuro. In questi anni abbiamo compreso sempre di più quanto sia importante superare le barriere, non soltanto quelle fisiche, ma anche quelle comunicative, culturali e sociali. L’accessibilità è una condizione essenziale per garantire partecipazione, autonomia, piena cittadinanza. Significa poter studiare, lavorare, accedere ai servizi, partecipare alla vita culturale e sociale e poter esprimere pienamente le proprie aspirazioni. Questa è la nostra visione, che stiamo declinando concretamente nell’azione quotidiana. Stiamo lavorando per recepire e dare piena attuazione alla Convenzione delle Nazioni Unite sui diritti delle persone con disabilità e per mettere al centro di ogni politica la persona, permettendole di vivere e di partecipare alla vita sociale su una base di uguaglianza con gli altri. Con questo approccio, abbiamo approvato un’ambiziosa riforma che cambia l’approccio alla disabilità, semplifica e sburocratizza le procedure per rendere più semplice la vita delle persone. Abbiamo posto al centro il Progetto di Vita individuale, personalizzato e partecipato, riconoscendo a ciascuno il diritto di essere protagonista della propria esistenza e superando una visione che troppo spesso identificava la persona con la propria fragilità. Si tratta di una rivoluzione culturale, ancora prima che normativa, che deve trovare concreta attuazione nella vita quotidiana delle persone. Allo stesso modo, siamo impegnati per favorire l’occupazione delle persone con disabilità, perché avere un lavoro significa poter mettere a frutto le proprie capacità, conquistare indipendenza e partecipare pienamente alla vita della comunità. Per questo, abbiamo innalzato dal dieci al sessanta per cento la quota di riserva per le convenzioni finalizzate all’inserimento lavorativo, estendendola anche agli enti del Terzo Settore e alle società benefit, ampliando così concretamente le opportunità a disposizione. Inoltre, abbiamo investito 545 milioni di euro per rafforzare i servizi sociali territoriali, con la costituzione delle équipe multidisciplinari e l’assunzione di quasi quattromila professionisti, tra psicologi, pedagogisti, educatori e personale amministrativo. Un investimento senza precedenti, che rafforza concretamente la capacità dello Stato di essere vicino alle persone.  Ma il nostro lavoro non si esaurisce sul fronte interno, ma si muove anche sullo scenario internazionale. Voglio ricordare, infatti, la scelta della Presidenza italiana del G7 di tenere, per la prima volta nella storia, una Riunione Ministeriale dedicata ai temi dell’inclusione e della disabilità. La Carta di Solfagnano, sottoscritta dai Ministri G7, rappresenta un documento programmatico e operativo che promuove un profondo cambiamento culturale e ribadisce priorità comuni. L’auspicio che formulo oggi è che Roma possa essere, ancora una volta, il luogo da cui parte un messaggio forte e condiviso: nessun diritto può essere considerato acquisito una volta per tutte e nessuna persona deve essere esclusa dalla piena partecipazione alla vita della propria comunità. Celebriamo, quindi, questi settantacinque anni guardando alla strada percorsa, ma soprattutto a quella che abbiamo ancora davanti. Con la forza della collaborazione internazionale, con il protagonismo delle persone sorde e con l’impegno delle Istituzioni possiamo costruire un futuro nel quale accessibilità, inclusione e pari opportunità siano realtà concrete e quotidiane.  Vi ringrazio ancora una volta, e vi auguro buon lavoro. La notizia della tragica scomparsa di Andrea Moretti, operaio specializzato deceduto questa notte in seguito ad un incidente al Colosseo, ci colpisce e ci addolora profondamente. Voglio esprimere il mio cordoglio e la mia vicinanza alla famiglia, ai suoi cari e ai suoi colleghi in questo difficilissimo momento. E formulare l’auspicio che sia fatta piena luce, nel più breve tempo possibile, sull’accaduto. Morire a 22 anni è inaccettabile, e lo è ancora di più se questo accade sul posto di lavoro. Anche nel nome di Andrea continueremo a fare la nostra parte, ad impegnarci e a compiere ogni sforzo affinché tragedie simili non si ripetano più. Dear President Massimelli, dear friends at AISLA, I am truly sorry not to have been able to join you this evening, but I nevertheless wanted to send you my warm greetings and my sincere thanks for the incredibly valuable work that you do every day, supporting people with ALS and their families. For more than forty years, AISLA has been a source of absolute certainty. You accompany and support patients in coping with an illness that requires appropriate management, ongoing assistance and integrated health and social care. You carry a great responsibility on your shoulders, and you do so every day with great care, attention and humanity. You are among the finest representatives of this nation and your commitment reminds us of the strategic role that third-sector organisations and social volunteers play in Italy. The Government fully recognises this role, as we strongly believe that the best responses to people’s needs can be provided when institutions help those who help others. The Presidency of the Council of Ministers accepted your invitation once again this year, joining the ‘Let’s colour Italy green’ initiative. This is not a symbolic gesture; it rather confirms the Government’s focus on and solidarity with people with ALS, their families and all the organisations which, like yours, take care of them with such love and dedication. Despite progress being made in research, a cure has unfortunately still not been found for this serious condition. We are equally aware, however, that there is a lot that can be done to improve the quality of life for those living with ALS. This is why we are committed to building a healthcare system based on a number of pillars: closeness; a multi-disciplinary approach; overcoming fragmentation in care pathways. This model aims to acknowledge that there are not only healthcare needs to be met but needs in terms of social care too, and that every person must feel genuinely supported and guided. Thanks also to the National Recovery and Resilience Plan (‘NRRP’), over these years, we have worked and invested significant resources in order to move in this direction. We have increased resources for home care and for the development of telemedicine by EUR 750 million, ensuring the national health system can be tangibly present in the homes of those requiring care and can support their families – they must not be left alone and must not feel like they are alone. However, I am also thinking of the support we have continued to provide for research and our researchers, who silently, and with great skill, contribute to progress in studying ALS and conducting treatment trials. Research is synonymous with hope, improving diagnosis and treatments for patients. Based on this firm belief, we have provided more than EUR 30 million in funding for the work of the ‘IRCCS’ [scientific institutes for research, hospitalisation and healthcare] in the fields of neurology and rehabilitation and another EUR 4 million for the ‘Italian Neurology Network’. These funds are in addition to the resources from the Development and Cohesion Fund to create a national network for high-impact illnesses, and those provided by the NRRP, which we have used to fund ALS research projects worth EUR 4 million. Lastly, we have allocated EUR 3 billion to the National Fund for Non-Self-Sufficiency over a three-year period – the highest figure ever. We are facing a major challenge which must be tackled with shared efforts, together with the scientific community, social care and healthcare professionals, associations of patients and their relatives, and the third sector: we also reaffirmed this firm belief during the first national summit on rare diseases, which was held in Rome in June this year. The challenges of rare diseases cannot be dealt with in an isolated way: joint governance is needed, able to pool together data, expertise and resources and to ensure all European citizens have equal access to early diagnosis and innovative treatment. On that occasion, national strategic guidelines were shared to ensure more equal access to care and innovative treatments and to guide the European debate on this matter. In this regard, Italy boasts an internationally renowned model.  Our guiding light in this process has been, and will remain, the individual. Our vision is clear: those requiring care and assistance are not ‘patients’ or ‘users’ in the national health system, and nor are they just numbers or statistics: they are people and must always be considered as such. Today, Palazzo Chigi and other institutional buildings, monuments and town squares across Italy are being lit up in green, offering a sign of hope and unity: a ‘national embrace’ to reiterate to people with ALS and their families that they are not alone, and never will be. Dear Enrico, dear Franco, dear friends at Open, The fourth edition of your online newspaper’s festival gets underway today, and I would like to take this opportunity to wish you all the best for this event. The choice you have made is an ambitious one: to reflect on the major challenges of the future and attempt to find concrete solutions. You’ll be speaking about the economy, employment, the environment, business and culture as well as the complex scenario we are navigating, especially at the geopolitical level. Clearly, all these issues cannot be properly addressed unless we start by considering the situation around us. You will be doing precisely that by also allowing young people to speak, in the city that will become the 2027 European Youth Capital: Parma. I know that, during this event, you will also be trying to respond to a key question: “Can Italy still be a nation for young people?”. Yes. Italy is and can continue to be a nation for young people, in spite of everything – in spite of the difficulties, in spite of its flaws, in spite of the delays that have built up over time and in spite of the mistakes made by the generations that came before today’s youth. There are still many, too many, young people who leave Italy each year. On the one hand, leaving isn’t always a negative choice, as the right to be able to seize an opportunity or take on a new challenge is sacrosanct. The problem arises when you’re no longer free to choose whether to leave or not, but this rather becomes the only choice possible; in other words, when it turns into an escape route. Objectively speaking, this is something that we cannot afford.  You know me and you know that I am not one to run away from problems. I am well aware, as indeed we all are, that there is a huge amount of work to do, at all levels and in all areas of our society, in order to reverse this trend, which has become structural over the years, and to restore the possibility for our young people to find the opportunities they deserve here in Italy – opportunities which all too often they go looking for elsewhere. We need quality training, secure and stable jobs, adequate wages and fairly priced homes. These are all preconditions for starting a family, envisioning a future in this nation and imagining being able to demonstrate your worth and talent. Over these last years, this has been another issue on which we haven’t just stood by and watched; we have rather sought to address all its various aspects. We have approved reforms that had been awaited for decades – regarding employment, schools and universities – and we have offered new opportunities, taken action on wages and also worked comprehensively on the issue of housing, with our ‘Piano Casa’ housing plan intending to meet precisely this need.  We obviously know that this is not enough and that there is still a long way to go. We want to go all the way, multiplying our efforts and hard work, because we will not give in to the idea that the only option Italy can offer its children is a one-way ticket to leave. It is my hope – and I am saying this from the heart – that this can become a challenge for everyone, regardless of ideological divides and regardless of differences, because the very future of our nation depends on it. We are therefore working, but the input that will come from discussions like the ones you are holding at this event will also make a difference with regard to the proposals we must continue to pursue.
